Ethics in the digital workplace
Digitisation and automation technologies, including artificial intelligence (AI), can affect working conditions in a variety of ways and their use in the workplace raises a host of new ethical concerns.
The Offices of Public Administration will shift 200 tasks to counties' offices on 1 January 2020. According to the analysis by the Ministry of Public Administration, 600 of the 2,500 public servants in the state administration offices will use the severance payment option being offered. The restructuring should reduce the total number of civil servants and savings should be made.
According to the government, this restructuring should make it easier for citizens to access services such as issuing birth certificates and obtaining other documents and county mayors (zupani) will acquire greater autonomy. The government states that the new system will be much more efficient than it was before. The citizens will benefit because all services will be more accessible to them.
Counties will be supported in carrying out these new tasks by the ongoing digitisation of public administration. For this operation, an amount of HRK 350 million (€47 million) has been allocated in the state budget and will be transferred to the counties.
