Ethics in the digital workplace
Digitisation and automation technologies, including artificial intelligence (AI), can affect working conditions in a variety of ways and their use in the workplace raises a host of new ethical concerns.
Alstom is a world leader in equipment and services for power generation and rail transport. It has around 65,000 employees worldwide (around 25,000 in the transport sector) and it operates in 70 countries. In the field of rail transport, Alstom supplies rolling stock, transport infrastructure and signalling and maintenance equipment. In Italy, Alstom has 7 sites and around 2,600 employees. Its main Italian plant is located in Savigliano, in the province of Cuneo (Piedmont), in which there is a design and production area. Specifically, in this plant, the company produces high speed 'Pendolino’ trains, ‘RegioExpress’ trains for regional transport, and 'Cityway' single and double decker tramways. The Savigliano site is also a worldwide centre of excellence for tilting trains and tilting related technologies. On 19 July 2007, during a meeting with trade unions and the local authorities of Savigliano, the company announced a reorganisation plan that envisages a reduction of work orders from March 2008. As a consequence of this reduction of work orders, 350 jobs will be lost at the plant out of a total of 1350 employees. At the same time, part of the production at the site will be relocated to Alstom plants located in France. The Savigliano local authorities and trade unions are to meet the firm at the beginning of September 2007 in order to discuss the redundancies proposed by the reorganisation plan. 28th October 2007 At the end of October 2007, the company and trade unions reached an agreement that will allow employees affected by the restructuring recourse to the Italian ‘Wages Guarantee Fund’ (Cassa integrazione guadagni straordinaria) for one year. This fund is a ‘social shock absorber’ that intervenes in cases of restructuring, reorganisation, closure, change of activity or economic difficulties. The agreement also provided for the establishment of an agency that will manage the outplacement of the 350 redundant workers announced in Alstom’s reorganisation plan. This project will attempt to place the redundant personnel, after the operation of the ‘Wages Guarantee Fund’, in other Alstom plants located in Italy or abroad, or in other industrial sites located in the province of Cuneo. Moreover, the project envisages measures to support the redundant workers who intend to go into self-employment.
