Description

On 14 April 2005, the Romanian Government adopted Decision no. 300, regarding the collective redundancies to be made in 2005 for companies under the authority and coordination of the Ministry of Economy and Commerce (Ministerul Economiei şi Comerţului, MEC). According to this decision, 1,757 miners from the company SNC Ploieşti (Southern region, Prahova county) were to be made redundant in 2005.

The Government Decision no. 861 on 4 August 2005 and the Government Decision no. 78 of 19 January 2006 established new redundancy figures at national level.

Collective redundancies at SNC Ploieşti will include some 2,507 people: 2,207 people in 2005 and another 300 employees in 2006.

SNC Ploieşti will face the largest decrease of personnel of all the companies in the mining industry.

SNC Ploieşti is a fully state-owned company which extracts and prepares bastard coal in many locations throughout the country. MEC intends to divide it into three different companies.

MEC representatives announced that the state budget would grant some €22 million to support environmental rehabilitation after the closing down of the mines. In January 2005, the Romanian government contracted a €120 million loan with the World Bank, half of which is to be used for the social-economic regeneration programme. At national level, World Bank experts estimate that the programme will create between 30,000-40,000 new jobs for the redundant miners by 2009. On average, over the next two years around 150 million lei (4,100 euro) worth of compensatory payments will be granted to each redundant employee in the industry.

By 2007, only 34,800 miners will still be working in the extractive industry of Romania, as compared to 47,000 in 2005.
